Upon the beginning of creating its vision for the development, McEagle consulted the Fifth Ward Plan that was established through the leadership of the area alderwomen in 2000. From the plan, McEagle focused on the six major goals for the ward:

• Provide Strong Vital Community
• Create Self-Supportive Town
• Preserve Existing Fabric
• Transportation as a Resource
• Clean, Beautiful Community
• Education / Training Options

With these goals in mind, McEagle and its partners were able to create elements of a plan that would encompass all of the ward's goals.
