Special districts are limited purpose local governments that are separate from cities and counties. Within their boundaries, special districts provide focused public services. A special district, in this case, would be established to provide residents and businesses with a means of governing the day-to-day funcations.
This could include things like lawn maintenance, seasonal flower planting, architectural guidelines, event planning for the community, and any other items deemed necessary by the board of directors. It is esentially the job of the special district to keep the area maintained, beautiful, and to help plan fun events for those in the community.
The special district would consist of a board of directors who would be in charge of governing the services of those in the development area. The board would intially be voted in or appointed by the mayor. The funding for this district would be received through a common area maintenance fee assessed either upon a sale of a home or through a yearly/monthly fee.
Current residents of the redevelopment area would receive the benefits of the special district, however would not be assessed a fee. If residents were to sell their homes, the new owner would then be included in these fees.
