The city's population peaked around the early 1950's at 860,000 residents. The establishment of the interstate highway system, relatively cheap ground prices, inexpensive financing, and new homes provided ample opportunities for people to migrate out of the St. Louis city limits.

The area that suffered the most migration out of the city of St. Louis was the northside. As evidenced in one of the images to the left, the highest concentration of exiting population during 1930-1940 was located within the northside. The loss of population and obsolesent infrastructure lead to the reclassification of land areas in the City of St. Louis's 1947 Comprehensive Plan. One image to the left from the comprehensive plan for the city of St. Louis indicates much of downtown as obsolete or blighted.
