Growth began to overwhelm the existing infrastructure, especially storm drainage and sanitary sewers.
The city responded to these problems by creating one of the first storm and sanitary systems west of the Mississippi River. Remnants of this obsolete infrastructure still exist today. Metropolitan Sewer District still struggles to solve the issues surrounding drainage and sewer problems.
In subsequent years, additional infrastructure became obsolete including streets, curbs, utilities, and sidewalks.
